Our Timeline


1993 AlohaCare is formed by Hawaii's Community Health Centers and the Hawaii Primary Care Association.
January 1994 The Articles of Incorporation are signed and filed with the Department of Commerce and Consumer Affairs. Managed Care Solutions, Inc. (MCS), located in Phoenix, AZ is selected to manage the organization.
April 1994 The Department of Human Services accepts AlohaCare's proposal to manage the QUEST program.
August 1994 AlohaCare officially begins serving its 16,000 QUEST members.
1996 AlohaCare submits a proposal to re-bid the QUEST program. AlohaCare is successful on all islands and services are expanded to include Maui.
1997 AlohaCare's re-bid includes a Dental Services Contract. AlohaCare organizes a Dental Department.
1998-1999 A new re-bid is issued and again AlohaCare is successful on all islands. Membership numbers slowly begins to climb from 16,000 to 22,000 and then 28,000.

 

November 1999 All employees and all services are brought to Hawaii from Arizona and AlohaCare becomes the employer of record.
July 2002 AlohaCare continues to be successful on all of the islands. This time it declines to bid on the Dental Services Contract, as do all of the other QUEST plans, due to the limitations described in the RFP. AlohaCare becomes the second largest QUEST health plan with 43,000 members and the 3rd largest health plan in the state.
2004 QUEST health plans are required to be accredited by a national organization reviewing managed care organizations. AlohaCare seeks accreditation and achieves a 3 year accreditation by the Utilization Review Accreditation Commission (URAC). The reviewers make many positive comments during the review and AlohaCare receives a “perfect score.” More importantly, AlohaCare meets the state requirements.
2005 A commitment is made to diversify the product line and become “Medicare Certified.” AlohaCare’s Medicare contract is approved by the Center for Medicare and Medicaid Services for coverage starting January 1, 2006 for both the AlohaCare Advantage and AlohaCare Advantage Plus product lines.
2007 With another successful re-bid, AlohaCare adds services to Molokai and Lanai. For the first time AlohaCare provides services to all islands and is the only plan in the State that offers QUEST and Medicare health plans statewide.
2008 AlohaCare continues to focus on the underserved, low income and vulnerable members of our community through government sponsored health insurance programs.
